Bill to allow foreign varsities likely to be okayed this week
Economic Times, Feb 16

The HRD ministry plans to send the legislation allowing for the entry of foreign universities in India for Cabinet approval.  Among the changes that are expected in the current proposal is the status of foreign universities in India.


GoM clears education malpractices Bill
Indian Express, Feb 18

The Prohibition of Unfair Practices in Technical, Medical Educational Institutions and Universities Bill to empower the Centre to initiate criminal proceedings against such private institutes that charge capitation fee or cheat students through other unfair practices was approved by a Group of Ministers.


Bill on cards to make land acquisition easier for cos
Economic Times, Feb 20

The government plans to introduce a bill in the forthcoming budget session to amend the land acquisition policy to simplify the process of acquisition.  The compensation for farmers will be determined by the market price instead of the government deciding the package.


Slew of Bills to be tabled during Budget session

A slew of Bills including one for setting up an equal opportunity commission and another on checking corruption in the judiciary and for ensuring accountability among judges will be tabled during the Budget session of Parliament.

PRS Legislative Research analysed central Acts passed between 1995 and 2008 which require the government to issue a notification to give them the force of a law. It found that successive governments failed to implement 10 new laws because they failed to notify them. 


Road Safety Bill in Budget session of Parliament
Business Standard, Feb 23

The proposed Road Safety Bill, which aims at setting up a National Road Safety and Traffic Management Board, is likely to be tabled in the Budget session of Parliament.  The Board will also be provided financial autonomy through the creation of a National Road Safety Fund.


National Food Security Bill

The government proposes to enact a National Food Security Act.  A draft National Food Security Bill is being prepared which will be placed before the Empowered Group of Ministers.


Bill letting accounting pros form LLPs soon
Economic Times, Feb 25

The government plans to introduce Bills to amend existing laws governing chartered accountants, cost accountants and company secretaries in the Budget session. The proposed amendments will allow registration of large size consultancy firms in India.


Cabinet approves women’s quota bill
Economic Times, Feb 26

The Cabinet approved the Women’s Reservation Bill in its present form.  The Cabinet’s approval clears the way for introduction of the bill in the Lok Sabha but it is likely to face opposition from OBC leaders and political parties.
