The Haryana Development and Regulation of Urban Areas (Second Amendment) Bill, 2023 

  • The Haryana Development and Regulation of Urban Areas (Second Amendment) Bill, 2023 was introduced on August 25, 2023.  It amends the Haryana Development and Regulation of Urban Areas Act, 1975.  The Act regulates the use of land in urban areas.

  • Registration of independent commercial floors: The Act allows registration of a residential floor in a licensed colony as an independent dwelling unit under various property transactions.  These include transfer, sale, gift, exchange, and lease.  However, the Act does not have any such provision for commercial buildings.  The Bill permits registration of an independent floor in a commercial building situated in a licensed colony.  It provides that no sub-division of land under the commercial unit will be permitted, and the registration will be limited to only one unit on each floor.   Similar conditions also apply to residential floors under the Act.
