PRS is looking to hire a Programme Manager to manage the LAMP Fellowship. About LAMP Fellowship PRS runs the Legislative Assistants to Members of Parliament (LAMP) Fellowship every year. The LAMP Fellowship is a unique and exciting opportunity for young Indians to learn law-making and public policy. LAMP Fellows are mentored by a Member of Parliament (MP) and work full-time with the assigned MP during a given year. The primary role of a LAMP Fellow is to provide extensive research support to her/his MP for their parliamentary work. This includes drafting parliamentary questions for the MP, preparing the MP’s speeches for zero hour debates, raising matters of public importance, drafting private members’ bills, doing the research for all parliamentary interventions made by the MP, among others. When Parliament is not in session, LAMP Fellows engage with policy makers, experts from various think-tanks, academicians from several leading universities, and leaders from diverse institutions through participation in workshops organised by PRS. LAMP Fellows also participate in field visits during the inter-session period for a practical exposure to governance at the ground level. Role of LAMP Programme Manager Core responsibilities: The LAMP Programme Manager will play a key role in building up the LAMP programme at PRS. He/She will be responsible for conceptualising and executing the strategy for growing LAMP as the leading experiential fellowship for young citizens interested in entering the fields of policy and politics. The role will involve engaging with and managing the LAMP fellows. It will also include managing day-to-day affairs of the programme such as managing the LAMP application process, training and academic exposure of the fellows. He/She will regularly engage with LAMP alumni to help further strengthen the programme. He/She will also interact with external stakeholders and experts to design and co-ordinate policy workshops for the fellows. It is important that they have information and analysis to perform their functions well, and that citizens have channels of engaging with their elected representatives. PRS offers rolling internships throughout the year. The PRS staff consists of a team of dedicated professionals with different areas of expertise, and is broadly divided into the research and outreach departments. While the research team analyses legislative and policy issues of topical interest, the outreach team tracks the working of the legislatures and legislators, manages citizen engagement and is PRS’s interface with the MPs and MLAs. A prospective intern can apply for an internship in either/ both teams. Structure of the internship The duration of the internship is flexible, but typically lasts between four and eight weeks. Interns are expected to report to office for the internship, and there are no remote work options. Please note that no accommodation or remuneration will be provided to interns. This is strictly an unpaid internship. PRS’s work is guided by issues taken up in Parliament, and interns are expected to work with analysts on various research tasks, or with the outreach team to assist with legislator engagement, media output, or the Student Parliament programme. Based on the intern’s specific skills and abilities, they may be assigned work as a (i) research intern, (ii) data intern, or (iii) design intern. (See below for specific skills expected in each category.) The successful completion of a PRS internship requires the intern to pursue and complete an internship project. Interns may choose a project topic of their liking, in consultation with PRS team members. Expectations from interns All interns should have a deep interest in the working of Parliament and the legislative process in India.
