The Haryana Instruments (Control of Noises) Repeal Bill, 2023
The Haryana Instruments (Control of Noises) Repeal Bill, 2023, was introduced in the Haryana Legislative Assembly on August 28, 2023. It seeks to repeal the Haryana Instruments (Control of Noises) Act, 1956. The Act restricts the use of loudspeakers and amplifiers: (i) in a manner such that its volume is audible beyond the premises where it is being used, or (ii) in any street, bazar, or open space. Such use under the Act is permitted by written permission of the District Magistrate (DM). The above instruments must not be used between 10 pm and 6 am unless written permission of the DM has been obtained. The Statement of Objects and Reasons of the Bill states that all provisions of the 1956 Act are covered under the Environment (Protection) Act, 1986 and the Noise pollution (Regulation and Control), Rules, 2000. Both the Act and the Rules extend to the whole of India.
