- The Punjab Universities Law (Amendment) Bill, 2023, was introduced in the Punjab Legislative Assembly on June 20, 2023. It amends 12 Acts establishing state universities such as: (i) the Punjabi University Act, 1961, (ii) the I.K. Gujral Punjab Technical University Act, 1996, (iii) the Shaheed Bhagat Singh State University Act, 2021, and (iv) and the Guru Angad Dev Veterinary and Animal Sciences University Act, 2005.
- University Chancellors: Currently, the Governor of Punjab serves as the ex-officio Chancellor for all the 12 mentioned universities. The Chancellor has various powers and responsibilities including the power to appoint individuals to other administrative positions such as the Vice-Chancellor. The mentioned Acts require the appointment of the Vice-Chancellor to be as per the advice or recommendation of the state government. The Bill replaces the Governor with the Chief Minister as the ex-officio Chancellor for all 12 universities.
