Functioning of the 15th Assam Legislative Assembly

Elections to the 16th Assam Legislative Assembly will be held on April 9, 2026.  This note examines the functioning of the Assam Legislative Assembly between May 2021 and March 2026, the duration of the 15th Assembly. 

On Average, the Assembly met for 20 days a year

Note: Data for 2021 includes three sittings of 14th Assembly, as the comparison is on a yearly basis.

Note: The state average for 2025 is not available.

84% of the Bills were passed within a week of introduction; 36 Bills passed on a single day.

  • Excluding Appropriation Bills, a total of 124 Bills were passed by the 14th Assembly, while 240 Bills were passed by the 15th Assembly.

  • 4% of the Bills were passed within a day of introduction.  These include: (i) the Assam Fire and Emergency Services Bill, 2025, which aims to strengthen fire safety compliance, and (ii) the Assam Veterinary and Fishery University (Amendment) Bill, 2025, which provides for the distribution of assets and liabilities between universities.  Most other Bills passed within a day were repeal Bills removing outdated laws.

  • In contrast, three Bills took more than a month to pass: (i) the Assam State Commission for Safai Karamcharis Bill, 2023, establishing a commission to safeguard the interests of sanitation workers; (ii) the Assam Cattle Preservation Bill, 2021, regulating the slaughter, consumption, and transportation of cattle; and (iii) the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Assam Amendment) Bill, 2023, regulating how the government acquires land and how affected persons are compensated. 

  • The 15th Assembly passed 36 Bills in a single sitting on December 24, 2022.  These Bills included: (i) the Assam Shops and Establishments Bill, 2022 (regulating employment conditions and operations of commercial establishments), (ii) the Assam Fixation of Ceiling on Land Holdings (Amendment) Bill, 2022 (amending provisions on land ownership limits and land management), and (iii) the Assam Maintenance of Public Order (Autonomous Districts) (Amendment) Bill, 2022 (amending provisions relating to administrative mechanisms for public order in autonomous district areas).

Majority of the Bills took at least a month to receive assent

  • For Bills to become law, they require the Governor’s assent.  36% of the Bills received assent within a month of passing.
