  • The Boilers Bill, 2024 was introduced in Rajya Sabha on August 8, 2024.  It seeks to replace the Boilers Act, 1923.  The Act regulates the manufacturing, installation, use, and repair of boilers and boiler components to ensure safe operation.  A boiler refers to a vessel in which steam is generated under pressure.  The Bill retains all provisions of the Act.  The Statement of Objects and Reasons to the Bill states that the Bill aims to enhance clarity of the provisions.

  • The Act empowers the state government to exempt an area from the application of certain or all provisions of the Act.  It empowers the central government to constitute the Central Boilers Board to make regulations.  Registration and certification of boilers is mandatory under the Act.  It empowers the state governments to appoint inspectors for inspection and certification of boilers.  Other persons may also be recognised for undertaking inspection and certification as per the prescribed manner.  It also specifies mechanisms for appeals against the decisions of the inspectors, and adjudication of penalties.
