  • The Homoeopathy Central Council (Amendment) Bill, 2015 was introduced in Rajya Sabha on May 6, 2015.  The Bill was introduced by Minister of State of Parliamentary Affairs, Mr. Mukhtar Abbas Naqvi.  The Bill amends the Homoeopathy Central Council Act, 1973.
  • The Act establishes the Homoeopathy Central Council to regulate and enforce standards with regard to homoeopathy colleges and homoeopathy practitioners.  The Bill seeks to disallow admissions in homeopathy medical colleges which do not conform to the prescribed educational standards.
  • Under the Act homoeopathy medical colleges require permission from the central government to (i) establish a homoeopathy medical college, or (ii) introduce new courses of study and training, and (iii) increase admission capacity in any course of study or training.  The Bill adds a provision that states that prior permission of the central government will be also required to admit a new batch of students in any course.  Medical qualifications will not be recognised for colleges that fail to obtain such permission. 
  • The prior permission for admitting a new batch of students will be valid for a period of five years.
