Highlights

  • The Monsoon Session of Parliament is scheduled to be held between July 20, 2026 and August 13, 2026.  There will be a total of 19 sittings.

  • Currently, 28 Bills are pending in Parliament.  Two of these are listed for consideration and passing.  Five Bills have also been listed for introduction, consideration and passing.  These are given below:

The Income-tax (Amendment) Bill, 2026

Replaces the Income-tax (Amendment) Ordinance, 2026.  Exempts foreign institutional investors and the Bank for International Settlements from income tax on earnings from investment, sale, and transfer of government securities.

The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026

Seeks to strengthen the mechanism to address delayed payments and provide for the enforcement of arbitral awards.  Also aims to empower states to determine the composition of Micro and Small Enterprises Facilitation Council.

Administration / Law and Justice

The Registration of Births and Deaths (Amendment) Bill, 2026

Amends the Registration of Births and Deaths Act, 1969, to make provisions of delayed registration more stringent.

The Supreme Court (Number of Judges) Amendment Bill, 2026

Replaces the Supreme Court (Number of Judges) Amendment Ordinance, 2026.  Seeks to increase the number of judges (excluding the Chief Justice) of the Supreme Court of India from 33 to 37. 

The Prevention of Insults to National Honour (Amendment) Bill, 2026

Seeks to amend the Prevention of Insults to National Honour Act, 1971.

The Foreign Contribution (Regulation) Amendment  Bill, 2026

Provides a framework to supervise, manage, and dispose of foreign contribution and assets of an organisation that ceases to have an FCRA certificate.  Reduces maximum penalty for violations of the Act from imprisonment of five years to one year.

Replaces the University Grants Commission, AICTE, and the National Council for Teacher Education.  Introduces a single regulatory Commission for higher education.
