Core responsibilities: As part of the outreach team at PRS, the programme associate will play a key role in strengthening PRS’ outreach activities to citizen groups, civil society organisations and media.  He/She will be responsible for producing videos at PRS which will involve writing scripts explaining Bills, Budget and other legislative concepts, and also shooting and editing the videos.  The role also requires designing and creating other visuals needed for PRS social media and citizen outreach events.

Core responsibilities: The Analyst/Associate Analyst (Science & Tech) is expected to follow various technology and science developments that have policy implications, and write thorough and easy-to-read notes which are accessible to a lay audience.  These will include briefs on upcoming legislation, policy matters, scientific developments, and budgets.  The candidate should have the ability to work independently and create new research products, as well as to communicate the research to a wide audience. 

The role is based in Delhi and may require travel for research and dissemination of research.  The position reports to the Head of Research.

The analyst will be required to track important developments in certain sectors, prepare analysis of legislation pending in Parliament, write thematic briefs on important policy issues, and analyse government budgets.  In addition, the role requires analysts to communicate their research by briefing MPs, presenting analysis at various fora and interacting with key stakeholders.

One of the focus areas of PRS is to make the working of legislatures more accessible to the general public.  The goal is to increase citizen engagement with the core democratic institutions.  Over the years, PRS has created modules that track the parliamentary work of each MP, the work done in each session of Parliament, and is expanding this work to state legislative assemblies.  PRS is looking to hire an Analyst/Associate Analyst, who will drive and expand this work.

Core responsibilities:  The candidate is expected to collate and manage data on working of legislatures and various policies, prepare analytical notes, and communicate the analysis to a wide audience.  The candidate should have a background in data sciences, and should be well-versed with at least one programming language among Python, Java, C++ and Javascript.   It is essential to have prior experience in data scraping, analysis and visualisation.

PRS offers rolling internships throughout the year.  The PRS staff consists of a team of dedicated professionals with different areas of expertise, and is broadly divided into the research and outreach departments.  While the research team analyses legislative and policy issues of topical interest, the outreach team tracks the working of the legislatures and legislators, manages citizen engagement and is PRS’s interface with the MPs and MLAs.  A prospective intern can apply for an internship in either/ both teams.  

Structure of the internship

The internship varies from session to non-session time.  During a Parliament session, PRS’s work is guided by the issues taken up in Parliament and interns are expected to work with the analysts on various research projects.  They may also work with the outreach team to help with the media related output.  During non-session periods, the interests of the individual intern are taken into consideration, and he/she is matched with an analyst(s) or outreach team member doing related work.  

The successful completion of a PRS internship requires the intern to pursue and complete an internship project.  The intern will be assisting analysts/outreach team member in their work, as well as undertaking an internship project.

The duration of the internship is flexible, but is normally between four and eight weeks.  Interns are expected to report to office for the internship.

Please note that no accommodation or remuneration is provided.  This is strictly an unpaid internship.   

Expectations from interns

All interns should have a deep interest in the working of Parliament and the legislative process in India.  In addition, an intern should have the following:  

  • Research interns: (i) strong analytical and problem solving skills; and (ii) strong writing skills.
  • Data interns: (i) be well-versed with Microsoft Excel/Google Sheets, and one or more of these programming languages –Python/Java/C++/Javascript; and (ii) have exposure or prior experience in data scraping, wrangling, pre-processing, analysis, and visualisation, and/or applying machine learning techniques.
  • Design interns: Basic understanding of design principles and familiarity with visualising data and text. Prior experience working with Adobe Photoshop, Illustrator, or similar software will be a plus.
