The election for the Deputy Chairman of Rajya Sabha was conducted today. Mr. Harivansh Narayan Singh from Janata Dal (United) was elected as the Deputy Chair. A tally of 125 votes carried the motion in his favour with 105 against him. The other candidate was Mr. B.K. Hariprasad from Indian National Congress.
The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2018 was passed by the Rajya Sabha. This Bill was passed in Lok Sabha on the 6th of August, 2018. The Bill states that an investigating officer will not require the approval of the Senior Superintendent of Police before making an arrest. Further, a preliminary enquiry will not be required to lodge a FIR against anyone accused under the 1989 Act.
The National Sports University Bill, 2018 which sets a national sports university in Manipur, was passed by the Upper House. This Bill was discussed and passed in Lok Sabha on the 4th of August, 2018.
The Homeopathy Central Council (Amendment) Bill, 2018 was passed in the Rajya Sabha. This Bill provides for the supersession of the existing Central Council which regulates homeopathic education and practice.
The DNA Technology (Use and Application) Regulation Bill, 2018 and the Protection of Human Rights (Amendment) Bill, 2018 was introduced in Lok Sabha today.
The DNA Technology (Use and Application) Regulation Bill, 2018 which provides for regulation of the use of DNA technology for establishing the identity of certain persons.
The Protection of Human Rights (Amendment) Bill amends the composition, the term of office of chairperson and members of the Human Rights Commissions.
The four GST amendment Bills – Central Goods and Services Tax (Amendment) Bill, Integrated Goods and Services Tax (Amendment) Bill, Union Territory Goods and Services Tax (Amendment) Bill, and the Good and Services Tax (Compensation to States) Amendment Bill were discussed and passed in Lok Sabha. The Bills have certain provisions relating to the eligibility criteria of taxpayers under the composition scheme, and the scope of applicability of the reverse charge mechanism where registered taxpayers have to pay GST on behalf of suppliers that are not registered.
Members of the Lower House unanimously agreed to refer The Banning of Unregulated Deposit Schemes Bill, 2018 to the Standing Committee for further recommendations. The Bill provides for a mechanism to ban unregulated deposit schemes and protect the interests of depositors.
The Representation of the People (Amendment) Bill, 2017 was passed by Lok Sabha. The Bill seeks to amend the Representation of People Act, 1950 and the Representation of People Act, 1951 to allow for proxy voting and to make certain provisions of the Act gender-neutral.
