On the third day of Parliament both the Houses took up discussion on the Motion of Thanks on the President’s Address. In Rajya Sabha the discussion began today while in Lok Sabha the discussion had been initiated yesterday. Seven members participated in the discussion yesterday.
The Standing Committee on Human Resource Development presented its report on the Juvenile Justice (Care and Protection of Children) Bill, 2014. The Committee points out that the provision in the bill for the possibility of trying 16-18 year olds committing heinous offences, as adults violates the principle of equality before law. Other constitutional issues with the Bill are also highlighted in the report. Further, the report talks about non conformity with the UN Convention on Rights of the Child.
Yesterday in Rajya Sabha the Constitution (Scheduled Castes) Orders (Amendment) Bill and the Public Premises (Eviction of Unauthorised Occupants) Amendment Bill were passed.
