Budget Session – Day 8 : Mar 3rd, 2016

The Prime Minister replied to the debate on Motion of Thanks
in Lok Sabha. The Prime Minister during his speech focused on several themes
such as primary education, water conservation, sustainable development goals,
accountability of the executive among others. He reached out to the opposition
for the passage of key bills and also sought a fresh perspective on proceedings
in the house. The Prime Minister suggested that more opportunities be given to
first time members for participation in debates.

The Aadhaar (Targeted Delivery of Financial and Other
Subsidies, Benefits and Services) Bill, 2016 was introduced by the Finance
Minister in the Lower House. The bill entitles every resident to obtain an
Aadhar number by submitting his demographic information and biometric
information by undergoing the process of enrolment. No information related to
race, religion, caste, language, income or health shall be collected.

finger print, iris scan or other biological attributes specified by regulations.

immediately preceding the date of application for enrolment.

Use of
Aadhaar for subsidies and services

the purpose of establishing identity of an individual who may receive a
subsidy or service, the central or the state government may require that the
individual has an Aadhaar number.

case an Aadhaar number is not assigned to an individual, he will be offered
an alternative means of identification.

Protection
of information

§   Identity
information (including biometric, demographic and Aadhaar number) and
authentication records will be protected information. UID Authority will take
measures to protect this information.

§   Identity
information may be revealed in two cases:

1.       
in pursuance of a court order, and  

2.       
in interest of national security by a
Joint Secretary in the central government specially authorised for a maximum
period of 6 months; such a direction has to be reviewed by an Oversight
Committee (comprising Cabinet Secretary, Secretaries of Legal Affairs and
Information Technology).

Lok Sabha also began discussion on the Railway Budget. Our

changes from the 2015-16 Budget to the 2016-17 Budget estimates.

In Rajya Sabha, members drew the attention of the Home
Minister to the ‘inflammatory speeches made by a Minister in the Union
Government and elected representatives violating the Constitution and oath of
office’. The Minister of Home Affairs, Rajnath Singh replied at the end of the
debate.

The Upper House continued discussion on the Motion of Thanks
to the President’s Address.

Both the houses were
