The Lok Sabha introduced 6 Bills in today’s session. Five out of these six are Bills that seek to replace Ordinances currently in force. These include:
The Lok Sabha took up The National Council for Teacher Education (Amendment) Bill, 2017 for consideration and passed the Bill. The discussion saw debate on required minimum qualifications of teachers and establishing systems to ensure better teacher training. The Lower House passed The Negotiable Instruments (Amendment) Bill, 2017. This Bill defines promissory notes, bills of exchange, and cheques. It also specifies penalties for bouncing of cheques. During discussion, members raised issues related to fast tracking cases related to cheque bounce, and overburdening of courts among other issues.
The Specific Relief (Amendment) Bill, 2017 was taken up for consideration and passed by the Rajya Sabha today. This Bill was passed by the Lok Sabha in the previous session. The Bill sets out remedies for parties whose contractual or civil rights have been violated. To know more about the key features of the Bill you can watch our video here.
The Motor Vehicles (Amendment) Bill, 2016 was also taken up for discussion. It amends the Act of 1988 to address issues such as third party insurance, regulation of taxi aggregators, and road safety. Members of the House raised issues that raised include: electronic monitoring for traffic enforcement and single tax and permit system. Further discussion will be continued tomorrow.
The Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2017 was also taken up for consideration. However, several members urged that the Bill be sent to a Select Committee for further recommendations. The Chairman said this matter will be discussed further.
