PRS Parliament Diary: Winter Session – Day 12 : Jan 4, 2018

Lok Sabha took up the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2017 for discussion. The Bill seeks to revise the salaries of judges as follows:

Designation

Present (Rs)

Proposed (Rs)

Chief Justice of India

1,00,000

2,80,000

Other Judges of the Supreme Court

90,000

2,50,000

Chief Justice of High Court

90,000

2,50,000

Other Judges of High Court

80,000

2,25,000

The revision will be effective from January 1, 2016. Members participating in the debate raised larger issues related to the judiciary such as its accountability, vacancies, the pendency of cases, among others.

Leaders across political parties in Rajya Sabha raised their concerns about the violence and protests across Maharashtra related to the Bhima-Koregaon issue. The leaders appealed for peace and demanded an enquiry into the issue by a sitting Supreme Court judge.

Rajya Sabha also took up discussion the state of the economy, investment climate and job creation in the country and the need to address the challenge of rising unemployment. During the discussion, members raised several issues related to the slow-down in economic growth, fall in exports leading to loss of jobs in the manufacturing sector, low farm income, increase in non-performing assets (NPAs), among others. Members also highlighted their concern about the decline in revenue collection of the government, post the implementation of GST.  The Minister for Finance, Mr. Arun Jaitley replied at the end of the debate.

In the Upper House, the Deputy Chairman affirmed that the motion to create a Select Committee to examine the Triple Talaq Bill had been admitted yesterday. However, the House was adjourned soon after due to disruptions when the GST (Compensation to States) Bill was taken up ahead of the vote on this motion (creation of a Select Committee to examine the Triple Talaq Bill). You can watch our quick video on the key features of the Triple Talaq Bill here.

Lok Sabha was sitting at the time of sending this report.
