The Delhi Special Police Establishment (Amendment) Bill, 2014 was passed in Lok Sabha today. This Bill makes two amendments- the first permits for the Leader of the single largest party in Lok Sabha, in the absence of a Leader of Opposition, to be in the selection committee for the appointment of the CBI Director. The second amendment states that the appointment of the CBI Director cannot be invalidated on the ground of absence or vacancy of any Member of the Selection Committee.
Both the The Indian Institutes of Information Technology Bill, 2014 and The Central Universities (Amendment) Bill, 2014 were also passed by Lok Sabha today.
Both Houses discussed the issue of black money stashed abroad. In this context, a White Paper on Black Money tabled by the then Finance Minister Pranab Mukherjee in 2012 might be of use. The White Paper can be found here. A PRS summary of the White Paper can be found here.
