Rajya Sabha passed The Special Protection (Amendment) Bill, 2019 and Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) Bill, 2019.

Lok Sabha passed The Recycling of Ships Bill, 2019. This Bill restricts the use of hazardous materials on ships and regulates the recycling of ships.

To a question in Rajya Sabha on UDAY and the power discoms’ widening losses, the Power Minister elaborated on the reasons for the losses including inefficiencies in billing and collections and government department dues. He remarked that though the progress could have been better, the AT&C losses have come down from 22% to about 18%. AT&C loss is the ratio of power for which discom does not receive any payment to the total electricity procured by the utility. 

Some insights based on analysis on MP attendance in the two Houses: 

• Lok Sabha’s attendance average stood at 82% for 8 days. Rajya Sabha’s attendance average for 11 days stood at 75%. 
   
• About 39% of Rajya Sabha MPs have attended all 11 sitting days so far. 
   
• 233 Lok Sabha Members have attended all days of the Winter Session (until Nov 27th); 14 have not attended a single day yet.
